Promotion. Black has just made a new queen on e1. But White promotes the pawn on h8, and it's mate at once. The new queen gives check along the eighth rank, the rook on e7 and the knight on d6 cover the escape squares, and no black piece can come in between. A new rook on h8 would have been mate too.
